WTF is this particular security warning?

Last night at a London restaurant my wife looked up privacy daniel radcliffe in the location (also search) bar of Safari on her iPhone. That's because we were talking about the excellent play titled Privacy, starring Daniel Radcliffe, which we saw at the Public Theater in New York a couple weeks ago.

She was met by a page titled ipv4.google.com, which had this text (copied and pasted into an email and sent to me):

When she filled out the CAPTCHA and pressed Submit, she went to (what appeared to be) a Google page that said something like "403 Error!!!" She went no farther.

It was still on her phone this morning; but when she went to leave the page, it jumped back to the one above. This time she didn't do the CAPTCHA.

She was on a cellular network, not somebody's Wi-Fi.

Anybody know what's going on with that?
